VAT, franchise exemption and structured B2B invoices
FPS Finance lists 21% as the standard Belgian VAT rate, with 12% and 6% reduced rates for specific goods and services. Small businesses under the EUR 25,000 threshold can use the franchise exemption if the conditions are met, but they do not charge VAT or deduct input VAT.
Since 1 January 2026, structured e-invoicing is compulsory for Belgian VAT-liable B2B transactions. A PDF invoice can still help review, approval and attachments, but the legal B2B flow must be structured where the mandate applies.
