Belgian freelancers should be clear about VAT status. The standard VAT rate is 21%, but the small-business exemption scheme can apply up to EUR 25,000 annual turnover excluding VAT when the conditions are met.
What a Belgian freelance invoice should include
- Legal or trade name, address, enterprise number or VAT number and contact details.
- Client name, VAT number where relevant, project, purchase order or reference.
- Service period, milestone, deliverable, hourly rate, day rate or fixed fee.
- Expenses, software, travel, subcontracted work or pass-through costs shown separately.
- VAT rate and amount, or a clear small-business franchise exemption note when no VAT is charged.
- Payment due date, IBAN, payment reference and late-payment terms if used.
VAT franchise, 21% VAT and B2B e-invoicing
FPS Finance lists 21% as Belgium's standard VAT rate. Under the small-business exemption scheme, businesses under the EUR 25,000 threshold do not charge VAT and cannot deduct input VAT, but they still keep a VAT number and invoicing obligations.
Since 1 January 2026, structured e-invoicing is compulsory for Belgian VAT-liable B2B transactions. A PDF can still be useful for review or attachments, but the legal B2B invoice must be structured where the mandate applies.

For cross-border B2B services, review place-of-supply and reverse-charge treatment before setting VAT to zero. Keep the project, service period, deliverables and expenses precise so the client can approve the work without extra emails.
