A Belgian commercial invoice is a customs and shipment valuation document, not an ordinary service invoice. It helps carriers, customs representatives and border authorities classify the goods, confirm value and process import or export clearance.
What a Belgian commercial invoice should include
- Exporter or seller name, Belgian enterprise/VAT number, EORI number, address and contact details.
- Importer, buyer, consignee, ship-to party and customs representative where used.
- Reason for export: sale, sample, gift, repair, return, replacement, exhibition or intercompany transfer.
- Incoterms rule and named place, such as FCA Antwerp, DAP Zurich or EXW Brussels.
- Detailed goods description, HS/CN code, country of origin, quantity, unit value and line value.
- Currency, total declared value, packages, gross/net weight, freight, insurance and other charges.
- Declaration, authorized name, position, date and supporting export or transport references.
EORI, commodity code and origin
FPS Finance states that an EORI number is compulsory for economic operators in EU import or export activity. Add the EORI next to the Belgian exporter or importer details so the customs representative can use it without chasing the shipper.
Belgian Customs also points businesses to Binding Tariff Information for certainty on commodity classification and Binding Origin Information for origin questions. Use precise HS/CN codes and country-of-origin wording rather than vague product labels.
Export VAT and customs value
For EU exports, the commercial invoice usually supports an export-exempt VAT treatment when the evidence requirements are met, while import duties and destination VAT are assessed by the destination country.
Customs value, origin and classification are core customs elements. Keep freight, insurance, assists, samples, discounts and non-sale values realistic and consistent with the packing list and transport documents.
