Commercial invoice generator for US export and customs paperwork

A US commercial invoice is a customs and export document, not an ordinary service invoice. It describes the goods, value and terms so carriers, forwarders, customs brokers and border agencies can classify the shipment and clear it through export and import processes.
What a US commercial invoice should include
CBP invoice rules in 19 CFR 141.86 list core invoice content used for customs entry, including port of entry, parties, detailed merchandise description, quantities, purchase price, currency, charges, rebates and country of origin. For export shipments, the same commercial detail helps carriers and destination customs authorities process the goods.
- Exporter, seller or USPPI name, address and EIN/tax ID where needed.
- Importer, buyer, ship-to party and ultimate consignee details.
- Reason for export: sale, sample, gift, repair, return, replacement or intercompany transfer.
- Incoterms 2020 rule and named place, such as FCA Dallas or DAP Toronto.
- Detailed goods description, HS/HTS or Schedule B code, country of origin, quantity, unit value and line value.
- Currency, total declared value, gross weight, packages, freight, insurance and other charges.
- EEI filing citation, ITN or exemption legend where required, plus destination-control statement where applicable.
EEI, AES, ITN and exemption legends
The Foreign Trade Regulations in 15 CFR Part 30 govern Electronic Export Information filing through AES. The regulations identify proof-of-filing citations and exemption legends that must be annotated on bills of lading, air waybills or other commercial loading documents when applicable.
Do not invent an ITN. If EEI is required, file through the proper AES/ACE workflow or obtain the filing citation from the authorized filer. If an exemption applies, use the correct NOEEI or exclusion legend for the shipment.
Destination control and export-control notes
BIS destination-control rules in 15 CFR 758.6 require certain export-control statements to be furnished to consignees for items subject to the EAR in specified circumstances. If the goods are controlled, licensed or restricted, the commercial invoice should match the export-control paperwork.
The invoice generator can hold the statement, but it does not determine licensing, denied-party screening or export-control classification.
