Utility invoice generator for US landlords, property managers and tenant re-billing

What a US tenant utility invoice should include

US utility re-billing rules are mostly state and local. A defensible invoice should make the calculation traceable so the tenant can see whether the charge came from an individual submeter, a shared master meter allocation or a lease-agreed flat utility amount.

  • Landlord or property manager details, tenant name and property/unit address.
  • Billing period, due date and lease, unit or tenant account reference.
  • Utility type, meter number and previous/current readings when submetered.
  • Allocation method for RUBS or shared-meter billing, such as occupants, square footage or equal shares.
  • Separate lines for electricity, gas, water, sewer, trash, internet, common-area charges and admin fees.
  • Prepayments, credits or utility allowances shown as separate negative lines.

Submetering, RUBS and state rules

RUBS and submetering are not governed by one federal billing formula. Some states regulate water and sewer allocation, require lease disclosure, cap administrative fees, require copies of the provider bill or restrict how late fees and shutoff threats can be handled. Local rent-control or utility ordinances can add another layer.

Use the allocation-method field whenever the tenant is not paying from an individual provider meter. If the charge is an exact pass-through, say so. If it includes an admin fee, make the fee a separate line instead of blending it into utility consumption.

Sales tax and utility pass-throughs

There is no federal VAT or GST on US tenant utility pass-throughs. State and local sales-tax treatment usually depends on the underlying utility, customer class, provider, resale rule and whether the landlord is simply allocating cost or selling a separately taxable service.

For most residential landlord-to-tenant recovery, the practical compliance issue is disclosure and calculation rather than sales tax. For commercial leases, furnished rentals, short-term stays or marked-up utility services, check the state and local rule before adding tax.
