How to use a US commercial invoice template

A commercial invoice template should describe the goods, value, origin, parties and terms for customs. It is not the same as a freight invoice or a domestic sales receipt.

Keep a master file for export shipments, duplicate it by shipment and make sure the template matches packing lists, carrier documents, AES filing citations and customs broker instructions.

Fields to keep in the template

  • Exporter, seller, USPPI, importer, buyer and ultimate consignee details.
  • EIN or tax ID, reason for export, Incoterms rule and named place.
  • Detailed goods description, HS/HTS or Schedule B code, origin, quantity, unit value and line value.
  • Currency, total value, packages, gross weight, freight, insurance and declaration.
  • EEI filing citation, ITN or exemption legend when required, plus destination-control wording when applicable.

CBP, EEI and export-control notes

19 CFR 141.86 lists invoice content used for customs entry, while 15 CFR Part 30 governs Electronic Export Information filing and proof-of-filing or exemption legends. 15 CFR 758.6 covers destination-control statements for certain exports.

Use this template for customs goods detail. Use the freight invoice template when billing transportation services such as linehaul, fuel, detention or documentation charges.

Is this a tax invoice?

No. It is a customs and shipment valuation document.

Should I include an ITN?

Only when EEI filing is required and you have the real filing citation or exemption legend.

Use a realistic customs value and explain the reason for export.
