It depends on your country and, in some places, on whether the clean is indoors or outdoors. Commercial cleaning is standard-rated almost everywhere. Household cleaning gets a reduced rate in a few EU countries — France 10% for a declared services-à-la-personne provider, the Netherlands 9% for cleaning inside a home (21% outside), Luxembourg 8% — while others charge the full standard rate on household cleaning (Poland 23%, and Czechia moved household cleaning and window washing to 21% from 1 January 2024). In the US, taxability varies by state: Texas and New York tax cleaning services, California does not.

How do I invoice as a self-employed cleaner without being VAT/GST registered?

Use the service date/period field to show the billing period (e.g. "1–30 June 2026") rather than a single date, and describe the frequency in the frequency field (e.g. "Weekly — 3 hrs per visit"). Commercial and janitorial contracts are typically invoiced monthly in arrears rather than per visit.

Can my client get a tax credit or deduction for my cleaning invoice?

In several countries, yes — but only if the invoice is set up correctly. Sweden's RUT-avdrag gives a 50% deduction on labour cost; Finland's kotitalousvähennys gives roughly 35%; Denmark's servicefradrag gives roughly 26% (and requires electronic, non-cash payment); Germany's §35a gives 20% of labour costs up to €4,000/year (also requiring a proper invoice and bank transfer, not cash); France offers a 50% crédit d'impôt through a declared services-à-la-personne (SAP) organisme. All of these require the labour cost to be shown separately from materials.

Yes. Keeping cleaning products and consumables on their own line — rather than folding them into the hourly or flat rate — is both more transparent to the customer and often required for labour-only tax schemes like RUT-avdrag and §35a, which only apply to the labour portion of the bill.

Several countries shift VAT to the customer (reverse charge) for B2B building cleaning: Italy applies this broadly to all cleaning of buildings supplied to VAT-registered businesses (art. 17(6)(a-ter) DPR 633/1972); Germany applies it narrowly, only when the customer is itself a building-cleaning business; the Netherlands applies "btw verlegd" to subcontracted cleaning of immovable property; and the UK applies its domestic reverse charge to "builders clean" work performed under the Construction Industry Scheme. In each case the invoice shows 0% VAT plus the required legal wording.

Not always — it depends on the state, not on whether the customer is a household or a business. Texas, for example, taxes both office and home cleaning; its narrow exemption applies only to a self-employed individual who is a direct household employee, not to a cleaning company. California doesn't tax cleaning labour in either setting, since no tangible property changes hands. Always check your specific state's rule.

What is a move-out, end-of-tenancy or Umzugsreinigung invoice?

It's a one-off deep clean performed when a tenant vacates a rental property, often required to get a deposit or bond back. In Switzerland this is commonly sold as a flat-rate "Endreinigung mit Abnahmegarantie" — a fixed price with a guarantee of a free re-clean if the landlord doesn't accept the result. In Sweden it's a "flyttstädning" and can qualify for RUT-avdrag; in Australia it's often marketed as a "bond clean."
