Do plumbers charge VAT or sales tax on labour?

In VAT/GST markets, plumbing labour is normally taxable at the standard rate unless a reduced residential-renovation rate applies (see below). In the US it depends on the state and the type of work: New York taxes repair/maintenance labour (e.g. fixing a leak) but treats installing a new fixture as a capital improvement — exempt from sales tax to the customer if a completed Form ST-124 is on file. Mark each line item taxable or not to match your state's rule.

What is a plumber call-out fee and how do I show it on the invoice?

A call-out, service-call or trip fee (commonly $75–$200 in the US) covers the cost of getting to the job before any work starts. List it as its own line item, separate from labour and parts, so the customer can see exactly what it covers and there's no dispute about the total.

Add a distinct line item for the emergency or after-hours surcharge rather than folding it into the labour rate — for example, French guidance suggests a line reading "Majoration urgence nuit : 30% sur la main-d'œuvre". Whatever the surcharge, disclose it to the customer on the phone or in the quote before you attend, not just on the invoice afterwards.

Should I itemize parts, and do I show my markup?

Accepted Answer

Yes — list each part or fixture on its own line (e.g. "3/4" ball valve", "kitchen mixer tap") rather than a single lump "materials" charge. Bake any markup into the unit price you charge (25–50% is a typical range on plumbing parts) instead of showing a separate markup percentage on the invoice.

Does my plumbing licence number have to be on the invoice?

In Texas, yes — 22 TAC §367.10 requires every plumbing invoice, proposal or contract to show, in at least 12-point font on the first page, the Responsible Master Plumber's name, their licence number, the phrase "regulated by the Texas State Board of Plumbing Examiners", and the Board's address, phone number and website. Elsewhere it's good practice: UK plumbers commonly show a Gas Safe number if they hold one, and in Victoria, Australia, a compliance certificate carrying the licence number is required for jobs over $750.

How does CIS work for plumbers in the UK?

Accepted Answer

Under the Construction Industry Scheme, a contractor deducts 20% (registered subcontractor), 30% (unregistered) or 0% (gross payment status) from the labour portion only of a subcontractor's invoice — never from materials, plant hire or VAT. For example, on £900 of labour a registered subcontractor would see a £180 CIS deduction. This only applies to subcontracting within the construction chain, not everyday domestic call-outs — use the negative "Less CIS deduction" line only when it applies to you.

Which VAT rate do I charge as a plumber?

It depends on the country and the job. The UK charges 20% standard, but 0% on qualifying energy-saving-materials installations like heat pumps (until 31 March 2027, reverting to 5% after) and 5% on some qualifying renovations. France applies 10% (or 5.5% for energy-efficiency work) on homes over two years old. Italy's standard rate is 10% on residential maintenance, but taps and sanitary ware ("beni significativi") can push part of the invoice to 22% once their value passes a threshold — see the next question. Belgium applies 6% on dwellings over 10 years old. The Netherlands is 21% across the board — the 9% reduced rate does not cover plumbing, only painting, plastering and insulation. Poland is 23% by default, dropping to 8% within its social-housing programme.

Why does my Italian plumbing invoice show 10% on some lines and 22% on others?

Taps and sanitary ware ("beni significativi") are taxed differently from ordinary labour and materials. If their value doesn't exceed half the total invoice, the whole job stays at 10% IVA. If it exceeds half, only an amount equal to double the non-significant portion (labour plus other materials) qualifies for 10% — the remainder of the significant-goods value is taxed at 22%. Either way, the value of the beni significativi must be shown separately on the invoice. On a large bathroom job with expensive fittings, this commonly means splitting into two invoices or working out the split manually.

What must the invoice show for my customer's ROT, §35a or kotitalousvähennys claim?

Accepted Answer

All three schemes (Sweden's ROT-avdrag, Germany/Austria's §35a EStG, Finland's kotitalousvähennys) require labour and materials to be itemized on separate lines, and generally require payment by bank transfer rather than cash. Sweden's ROT gives a 30% credit on labour (capped, shared with RUT); Germany's §35a gives 20% of labour capped at €1,200/year; Finland's kotitalousvähennys is being updated for 2026 — check the current cap before invoicing.

Can I invoice without being VAT/GST registered?

Accepted Answer

Yes, below your market's registration threshold (e.g. £90,000 in the UK, A$75,000 in Australia) — charge no VAT/GST and say so on the invoice. In France, micro-entrepreneurs below the threshold write "TVA non applicable, art. 293 B du CGI". In Australia, paying a plumber without an ABN can trigger 47% no-ABN withholding on payments over $75, so getting an ABN onto the invoice matters even below the GST threshold.

Flat-rate vs time-and-materials plumbing pricing — which belongs on the invoice?

Accepted Answer

Either works — US plumbers commonly quote a flat rate for a defined job (e.g. "Kitchen sink leak repair — standard flat rate: $189") rather than hours × rate, and the invoice can show either a single flat-rate labour line or itemized hours. In some US states the choice affects how materials are taxed (itemized time-and-materials contracts can make separately-stated materials taxable retail sales in ways a lump-sum contract does not), so keep parts on their own lines regardless of which pricing model you use.

Is drain cleaning or a camera inspection billed differently from a repair?

Accepted Answer

No — bill diagnostics, drain cleaning and camera inspection as their own flat-fee line items, the same way you would a repair or parts line. This keeps the invoice transparent about exactly what was done, and matches how the customer was quoted.
