Genuine divergence to know before you invoice: Malta exempts human medical care from VAT, but that exemption does NOT extend to veterinary services. Malta's Fifth Schedule medical-care exemption (Part Two, item 11) is scoped specifically to services regulated under the Health Care Professions Act — human healthcare only. No specific exemption or reduced rate for veterinary services was found in any Schedule, and the narrow 12% reduced rate introduced in 2024 covers only four unrelated categories. The reasonable conclusion — moderate-to-high confidence, inferred from the absence of any applicable exemption rather than a direct MTCA statement — is that veterinary services in Malta are standard-rated at 18%.
Why vet invoices in Malta show 18% VAT, not an exemption
Vets moving from a human-healthcare mindset (or comparing notes with GPs and dentists, whose services ARE VAT-exempt in Malta) sometimes assume the same treatment applies to animal care — it doesn't. Charge and show VAT at the standard 18% rate on veterinary invoices, VAT-inclusive, rather than treating consultations, treatment or procedures as exempt.
Registration and practice structure
Practising as a veterinary surgeon in Malta requires registration with, and a Warrant to Practise from, the Veterinary Surgeons' Council (VSC) — administratively linked to the Animal Health & Welfare Department (AHWD). Eligibility requires a minimum 5-year veterinary medicine qualification; EU-qualified vets can practise on a Temporary Warrant (12 months) or seek a Permanent Warrant. The Malta Veterinary Association (MVA) is a separate professional/trade association, distinct from the statutory VSC regulator. Clinics operate both as sole-trader/self-employed practices and as Ltd companies (multi-vet hospitals) — the warrant attaches to the individual practitioner regardless of the business structure.
