What a Malta dental invoice should include

VAT exemption — and its cosmetic-dentistry carve-out

Medical care supplied by a person exercising a profession regulated under the Health Care Professions Act (Cap. 464) is exempt without credit under the Fifth Schedule to the VAT Act. Legal Notice 228 of 2024 expanded this to explicitly cover dental technicians' services and dental prostheses (implants, crowns, bridges, dentures, veneers).

MTCA guidelines distinguish medical care necessary for health (exempt) from procedures mainly intended to improve appearance and not required for preserving health or treating disease (standard-rated at 18%). Teeth whitening has specifically been named as an aesthetic treatment likely to fall outside the exemption — this is a live, somewhat contested area, so treat purely cosmetic work as potentially VAT-liable rather than assuming a fixed universal rule.

Registration with the Medical Council of Malta

Dentistry is regulated under the Health Care Professions Act, Chapter 464. The Medical Council of Malta is the competent authority for registering Dental Surgeons; practising without registration is a criminal offence. Dental hygienists may only practise under the prescription of a registered dentist.
