How to use a Malta construction invoice template

Malta introduced mandatory contractor licensing under Legal Notice 166 of 2023: anyone carrying out demolition, excavation or construction work must hold a Building and Construction Authority (BCA) Licence and adequate insurance. Reference your BCA licence number on the invoice as a trust signal.

VAT and licensing

Construction labour and materials are taxed at the standard 18% VAT rate — no reduced rate was found for general building work, and no confirmed Malta domestic reverse-charge mechanism for construction subcontracting exists (unlike the UK's CIS reverse charge).

The BCA licensing requirement (Legal Notice 166/2023, applications open since 24 July 2023) applies to contractors doing demolition, excavation or construction — including main contractors and subcontractors.
