Malta introduced mandatory contractor licensing under Legal Notice 166 of 2023: anyone carrying out demolition, excavation or construction work must hold a Building and Construction Authority (BCA) Licence and adequate insurance — a distinctive, high-authority fact worth featuring on every Malta construction invoice.

BCA contractor licensing (Legal Notice 166 of 2023)

Since applications opened on 24 July 2023, every contractor undertaking demolition, excavation or construction work in Malta must hold a BCA Licence issued by the Building and Construction Authority. Licensed contractors must carry valid insurance covering loss or damage from their work, and licensing fees vary depending on whether the contractor works alone or employs staff.

18% VAT — no confirmed reverse charge

Standard 18% VAT applies to construction labour and materials generally, with no reduced rate found for general building work. Unlike the UK's Construction Industry domestic reverse charge, no confirmed Malta-specific domestic reverse-charge mechanism for construction/subcontracting exists — issue a normal Tax Invoice with 18% VAT between two Article 10 VAT-registered parties.
