Gibraltar's hotel star-rating (grading) system is administered by the Gibraltar Tourist Board in partnership with the UK's AA, on a voluntary basis — participating hotels display gold AA stars after an annual inspection, while non-participating properties may show self-assigned black stars.

No VAT on the room — but a real per-night tourist tax
Gibraltar has no VAT system, so accommodation, breakfast and other hotel extras are billed with no tax line at all. This is easy to mistake for "no tourist tax either" — that assumption is wrong.
Gibraltar introduced a Sustainable Tourism Tax on 1 August 2022, charged per guest aged 12 or over per night in hotels and apartments. Reported tourism-industry sources put the current rate at £3.50 per guest per night as of a December 2024 increase — this figure comes from hotel/tourism sites rather than a government page, so confirm the exact current rate before invoicing. This tax is separate from, and in addition to, the absence of VAT on the room itself.
Voluntary star grading and consumer protection
Gibraltar's hotel star-rating (1–5 stars) is run by the Gibraltar Tourist Board in partnership with the UK's AA. Participation is voluntary: participating hotels get an annual AA inspection and may display gold AA stars/logo, while non-participating hotels may display self-assigned black stars. The AA separately awards 1–5 Rosettes for restaurant food quality.
The Fair Trading Act 2023 is Gibraltar's general consumer-protection framework, providing complaint-handling and redress through the Office of Fair Trading — no hotel-booking-specific cancellation or refund rule was found, so treat this as general consumer-protection coverage only, not a hotel-specific regime.
