Utility invoice generator for UK landlords and property managers

Create a UK utility re-billing invoice for landlords, property managers, serviced accommodation operators and co-living teams recovering actual electricity, gas, water, heat, broadband or shared-service costs from tenants.

This is not a fake utility bill generator and it must not be used as proof of address. It creates a landlord-to-tenant re-bill or settlement document showing the property, period, meter readings, allocation method, prepayments and balance due.

What a UK tenant utility re-bill should include

A tenant utility invoice should make the calculation traceable. The tenant should be able to see which property and period are covered, whether the charge is metered or allocated, which readings were used and how advance payments were deducted.

  • Landlord or property manager details, tenant name and property or unit address.
  • Billing period, due date and lease or tenant account reference.
  • Meter reference, previous reading, current reading and consumption where submetered.
  • Allocation method where there is no individual meter, such as floor area, occupancy or agreed percentage.
  • Separate lines for electricity, gas, water, heat, wastewater, broadband, waste and admin fees.
  • Advance payments, prepayments or service-charge credits shown as separate negative lines.

Domestic energy VAT and landlord service charges

HMRC VAT Notice 701/19 says genuine domestic fuel and power is eligible for the reduced VAT rate, and that fuel and power supplies for domestic use in demised areas charged on a meter direct to tenants are eligible for the reduced rate. The same notice says common-area fuel and power recovered through a residential service charge follows the exempt accommodation supply.

That makes UK utility re-billing a mixed-rate risk: metered domestic energy may be 5%, while a separate billing administration fee can be standard-rated if charged by a VAT-registered landlord. Use separate lines and avoid blending admin fees into the utility consumption line.

Exact pass-through, allocation and transparency

For energy, water and shared services, the safest invoice is one that explains the original supplier cost, the period and the tenant’s share. If several units share a meter, state the formula instead of presenting the charge as if it came from an individual meter.

If the charge is part of rent or a service charge rather than a separate metered re-bill, say that. UK VAT treatment can follow the property supply rather than the underlying utility, especially for residential accommodation.

Not proof of address
