Malta introduced a new, much higher Environmental/Eco Contribution rate from 1 July 2026 — feature this on every invoice, since it now applies per adult, per night, and is capped per stay.
What a Malta hotel invoice should include
- Accommodation provider name, address, VAT number and MTA licence reference.
- Check-in/check-out dates, room/unit, guests and booking reference.
- Board basis (room only, bed & breakfast, half board, full board, all-inclusive).
- Room charge at 7% VAT, shown separately from any 18% VAT non-accommodation lines.
- Environmental/Eco Contribution on its own line, clearly marked as not subject to VAT.
VAT: 7% on licensed accommodation, 18% elsewhere
Malta applies a 7% reduced VAT rate to "the rental or provision of tourist accommodation that has been licensed" — hotels, guesthouses, aparthotels, holiday flats/short lets, hostels and boutique hotels. This rate has applied since 1 January 2011.
The 7% rate is specific to the accommodation itself. Food & beverage or restaurant services sold by a hotel restaurant are not automatically covered by the 7% rate — treat non-accommodation revenue lines (restaurant, spa, parking, minibar, laundry) as standard-rated at 18% unless a specific reduced or zero rate applies, and show them on separate invoice lines from the room charge.
Any "collective accommodation development" — hotels, aparthotels, serviced apartments, hostels, guest houses, boutique hotels and tourist villages — needs a licence from the Malta Tourism Authority (MTA) under the Tourism Accommodation Regulations, 2025. The MTA can downgrade a classification, suspend a licence, or fine an operator for non-compliance.
Environmental/Eco Contribution — new rate from 1 July 2026
A per-night, per-adult Environmental/Eco Contribution applies to all tourist accommodation in Malta and Gozo, separate from and not subject to VAT — it must be itemised as its own invoice line, distinct from the 7%-VAT-bearing room-rate line.
The rate was €0.50 per person per night until 30 June 2026. From 1 July 2026 — already in effect — the rate rose to €1.50 per person per night for guests aged 18+, capped at €22.50 per person per stay. It applies to all guests, including Maltese residents. Of the new €1.50, €0.50 goes to the local council and €1 to central government.
