How to use a Malta commercial invoice template

A commercial invoice is the customs-clearance document attached to a cross-border shipment — required for any genuine import or export in or out of Malta. Because Malta has no land border with any other country, every non-EU shipment moves by sea through the Malta Freeport (one of the largest transshipment hubs in the Mediterranean) or by air through Malta International Airport at Luqa — this template is built around that reality rather than the truck-border scenarios common in continental EU templates.

Fields to keep in the template

  • Exporter and importer details, including EORI number (required before importing/exporting).
  • HS/CN tariff code and country of origin for each line item.
  • Incoterms 2020 rule and named place, reason for export, and declared value.
  • Waybill/bill of lading (sea) or airway bill (air) reference and packages/gross weight.

VAT: exports are zero-rated, non-EU imports carry 18% import VAT

Exports outside the EU are zero-rated (0%, exemption with credit) under the Fifth Schedule, whether the consignment leaves by sea via the Freeport or by air via Luqa. Imports from outside the EU carry the standard 18% import VAT charged at the border, alongside any customs duty. Intra-EU B2B dispatches are typically zero-rated intra-Community supplies rather than customs exports — movement between Malta and Gozo is domestic and is not a customs event at all.

FAQs about the Malta commercial invoice template

Does this apply to shipments between Malta and Gozo?

No. Movement of goods between Malta and Gozo is domestic — it is not a customs/export event and does not need a commercial invoice.

Why does the template focus on sea and air freight instead of trucking?

Malta has no land borders — every non-EU import or export genuinely moves by sea (mainly via the Malta Freeport at Marsaxlokk) or by air (via Malta International Airport, Luqa), unlike continental EU countries where road-border crossings dominate.

Do I need an EORI number?

Yes — an EORI number, issued via Malta Customs (now part of the MTCA), is required before importing or exporting outside the EU.
