Who supplies electricity and water in Gibraltar

Electricity is provided by the Gibraltar Electricity Authority (GEA), a HM Government of Gibraltar statutory authority and the sole electricity utility provider. Tariffs (e.g. "Domestic Tariff 3," Flexible Cost Adjustment for fuel costs, standing charges) increased in April 2025, and the Flexible Cost Adjustment price is set directly by HM Government of Gibraltar rather than an independent regulator.

Water is supplied by AquaGib. As of December 2024, HM Government of Gibraltar acquired 100% ownership of AquaGib (buying out Northumbrian Water Group's two-thirds stake for £7.5m); a new board now runs it independently from Government.

The Gibraltar Regulatory Authority (GRA) does NOT regulate electricity or water — its remit covers electronic communications, broadcasting, postal services, data protection/information rights, competition, higher education and cyber security only. Electricity is regulated directly by government via the GEA, and water/AquaGib sits under government ownership rather than GRA oversight.

No tax on utility billing — and a generation-input exemption

No VAT or tax is charged on electricity or water bills, consistent with Gibraltar's no-VAT-on-services baseline. Electricity produced in Gibraltar and LNG used for electricity generation are specifically exempted from both the Transaction Tax and excise duty (a permanent exemption, alongside bunkering fuel) — so generation inputs are carved out, and consumer bills remain untaxed.

A source listing "water" among a 0%-rate Transaction Tax goods category likely refers to bottled or bulk water as a tradeable good, not utility water-supply billing — don't conflate the two.
