Insurance broker invoice generator for UK premium invoices

This page is written for brokers, agents, MGAs and intermediaries billing a policyholder. UK insurance invoices are not ordinary VAT invoices: HMRC treats insurance transactions and insurance brokers acting as intermediaries as VAT-exempt, while Insurance Premium Tax is a separate premium tax with standard and higher rates.
What a UK insurance broker invoice should include
A policyholder needs to connect the amount due to a specific risk and policy, not just to an invoice number. Use the header fields for the insurer, policy number, cover period, transaction type and FCA FRN, then itemise premium, broker fees, admin fees, instalment charges and return premiums separately.
- Broker or agency name, address, contact details and FCA Firm Reference Number.
- Insured or policyholder name, billing address and internal client reference.
- Insurer or carrier, policy number, class of business and cover period.
- Transaction type: new business, renewal, mid-term adjustment, cancellation or instalment.
- Premium, broker fee, administration fee, finance charge and return premium as separate lines.
- Payment terms, bank details, client-money instructions and renewal or cancellation notes.
IPT is not VAT
HMRC Notice 701/36 says insurance transactions are exempt from VAT and warns not to confuse VAT with Insurance Premium Tax. Notice IPT1 sets the UK IPT standard rate at 12% and the higher rate at 20% for selected insurance, including travel insurance and some insurance sold with vehicles or domestic appliances.
The generator labels the tax field as IPT for UK users, but your invoice wording should still make clear whether the premium is shown gross of insurer IPT, whether a separate broker fee exists, and whether any fee is outside the premium contract.
Broker fees, admin fees and mid-term adjustments
A broker fee should be easier to audit when it is not hidden inside the premium. If the fee is charged under a separate agreement, show it as its own line and explain what it covers: placement, administration, adjustment, finance setup or documented advice.
For mid-term adjustments, include the effective date and the pro-rata premium. For cancellation, add the return premium as a negative line with the policy or endorsement reference.
When to use a debit note or premium invoice
Use this generator when the broker or agency is collecting from the policyholder under an agency-bill or broker-billed workflow. It is not a claims invoice from a repairer to an insurer, and it is not the insurer’s bordereau or regulatory tax return.
