Utility invoice generator for Canadian landlords and property managers

This page is for tenant utility re-billing or settlement. It is not a utility-provider bill, not proof of address and not a tool for making a tenant appear to have an account with an electricity, water, gas or internet provider.

What a Canadian tenant utility invoice should include

A defensible tenant utility invoice should make the calculation traceable. The tenant should be able to see which property and period are covered, whether the charge is metered or allocated, which readings were used and how prepayments were deducted.

  • Landlord, property manager or operator name, business number where relevant and payment details.
  • Tenant name, property address, unit, lease or tenant account reference.
  • Billing period, due date and utility type.
  • Meter number, previous reading, current reading and consumption where submetered.
  • Allocation method where there is no individual meter, such as occupants, floor area, equal shares or lease percentage.
  • Separate lines for electricity, gas, water, sewer, internet, waste, common-area charges and admin fees.
  • Prepayments, credits, rebates or utility allowances shown as separate negative lines.

GST/HST, residential rent and separate utility charges

CRA residential rental guidance says long-term rental of a residential unit is generally exempt when the unit is used as a place of residence for at least one month. Separately invoiced maintenance, property tax or management charges can follow the rent if they are reimbursements that would otherwise form part of rent, while optional separate supplies can be taxable.

Keep electricity, gas, water, internet, common-area charges, admin fees, credits and prepayments separate so residential, short-term, commercial and optional-service treatment can be reviewed.

Meter readings, allocation and transparency

If the tenant has an individual meter, show the meter number, previous reading, current reading and period. If several units share a meter, state the allocation formula instead of presenting the charge as if it came from a provider meter.

Where the invoice is an exact pass-through, say so. If it includes a markup, common-area recovery or admin fee, make that a separate line.

Not proof of address

This document deliberately identifies the landlord or property manager as the biller. It should not be used for bank onboarding, KYC, identity verification, government checks or proof-of-address requests that require a provider-issued bill.
