Insurance billing in Canada is not a normal GST/HST service invoice. CRA guidance lists the issuance or arranging of insurance policies by insurers, agents and brokers as exempt financial services, while provincial insurance premium tax can still appear in the premium calculation.
What a Canadian insurance invoice should include
The policyholder needs to connect the amount due to a specific policy, insurer and coverage period. Use the invoice fields for policy number, carrier, term and broker licence detail, then separate premiums, broker fees, policy fees, taxes and return premiums.
- Broker or agency name, address, contact details and provincial broker licence reference.
- Insured or policyholder name, billing address and account reference.
- Carrier, policy number, class of coverage, coverage period and effective date.
- Transaction type: new policy, renewal, endorsement, cancellation, instalment or return premium.
- Premium, broker fee, administration fee, provincial premium tax, finance charge and return premium as separate lines.
- Payment terms, cancellation warning, trust-account or remittance instructions where relevant.
GST/HST, exempt insurance and premium tax
CRA guidance says most financial-institution services are exempt, including issuing or arranging for the issuance of insurance policies by insurers, agents and brokers. Exempt supplies do not collect GST/HST and generally do not support input tax credits.
Provincial insurance premium tax is separate from GST/HST and is often built into the premium or remitted by the insurer. If you show it, use a separate line and match the carrier or broker closing rather than treating it as a generic sales-tax rate.
Broker fees and endorsements
Keep broker fees, administration fees and finance charges separate from the insurer premium. For endorsements or cancellations, show the endorsement reference, effective date and pro-rated additional or return premium.
